AMR Governance Structure
Rwanda has a governance structure reflecting One Health principles. Coordination is managed through the One Health Multi-Sectoral Coordination Mechanism (OH-MCM) and includes the Rwanda Biomedical Center (RBC), Rwanda Agriculture and Animal Resources Board, Rwanda Environment Management Authority, Rwanda Development Board, universities, and other implementing agencies. The OH-MCM operates under the leadership of the Director General of RBC, as the acting Coordinator. This ensures technical activities are aligned across sectors and government structures, promoting a unified response to AMR challenges.
AMR Action Plan
The Rwanda National Action Plan 2.0 has a One Health Platform, with Technical Working Groups (TWGs) and the Antimicrobial Resistance Containment Committee (AMRCC). These enhance sector specific activities implementation and technical analysis, reporting and decisionmaking at policy level.
The TWGs represents human and animal health, agriculture, and the environment; with experts from public institutions, academia, healthcare facilities, regulatory bodies, NGOs, and development partners − providing an integrated and evidence-driven foundation for AMR interventions. The National AMRCC includes the Ministry of Health, Ministry of Agriculture and Animal Resources, Ministry of Environment, Rwanda Veterinary Services, RAB, Rwanda Military Hospital, and the One Health Coordination Committee. By bringing together these diverse institutions, the AMRCC ensures that AMR governance is comprehensive, coherent, and responsive to the interconnected challenges of human, animal, and environmental health.
